Your electrical device has dual processing, thats why you see the processor speed twice. You hold two processors working at 2.80GHz. If you enter the task overseer (ctrl-alt-del) and select the performance tab you will see a pictographic representation of the load on respectively of those processors.

The system properties shows 2 clock speeds. First one is the OEM clock speed, and the other is for over-clocking. If you do not over-clocked your system, then the second will show duplicate speed at the first one.
