Just to clarify on my concluding question. I want to connect a PIC16f628 to my computer so that I can dump a .hex directory onto it, and then disconnect it and use it within another device that I am going to build. What is the specific model # of the cheapest board that I can plug my microcontroller into so that it connects to the computer? A link would also be nice.
